Structure permissions
 
Here, among other things, you can also specify for the top level who is permitted to create folders and shortcuts.

Procedure:
1) Click in the main menu on "Services"
2) Click in the "Structure" cell on the "perm" button.
3) Now you see a list of the available groups

access
read write
Access to Structure in principleRight to create folders and shortcuts in the highest level
standard
read modify work
pAdmin suggestion for the groups who have the right to see single folders or shortcuts pAdmin suggestion for the groups who should have the right to edit/delete single folders or shortcuts pAdmin suggestion for the groups who should have the right to create shortcuts inside the respective folder


4) click on the appropriate checkbox.
5) Save your inputs.

The individual folder permissions specify which groups can access and work in it. See -> Assign permissions to groups on the user level
